Federal Workforce More Engaged and More Satisfied: 2024 FEVS Results

The federal workforce is more engaged than ever before, according to the results of the 2024 Federal Employee Viewpoint Survey. Other metrics are also rising, but federal workers are still concerned about pay and leadership.

Federal workers are becoming more engaged with their work, according to the results of the 2024 Federal Employee Viewpoint Survey (FEVS), which were recently released by the Office of Personnel Management (OPM).

This year the Employee Engagement Index (EEI), which measures how engaged and satisfied workers are with their jobs, hit a score of 73 percent positive. That’s up one point from 2023 and is the highest score since OPM started tracking the metric in 2010.

“Leaders across the Biden-Harris administration – and managers and supervisors across government – have prioritized rebuilding their workforces and engaging them on the issues most important to them,” OPM Acting Director Rob Shriver said in a statement.

“Now we are seeing the results, with the highest ever score on the Employee Engagement Index, and strong results across the board.”

FEVS is the largest worldwide survey of federal government employees. For 2024, the government-wide response rate to the survey was 41 percent, up two percentage points from 2023.

Metrics Gain Across the Board

Under engagement, the “leaders lead” metric, which typically garners lower scores, ticked up two percent to hit 63 percent positive. Supervisors received stronger numbers with 81 percent positive answers overall. 87 percent say their supervisor treats them with respect, while 78 percent say they have trust and confidence in their supervisor.

The global satisfaction index, which measures how satisfied employees are with their jobs, pay and other metrics, rose one percentage point to 65 percent. 59 percent say they’re satisfied with pay, up two percent from last year. 69 percent also recommend their agency as a good place to work, up two percent as well.

The Employee Experience Index (EXI), which measures the extent to which employees are engaged by their work and their organization, rose by one percent. 63 percent say their job inspires them, up one percent. 79 percent say they identify with the mission of their organization, also up one percent. 

The Performance Confidence Index, which assesses employees’ perception of their unit’s ability to achieve goals and produce effectively, posted a score of 84 percent for the fourth straight year. The top metric in that category was an 88 percent positive score for “employees in my work unit meets the needs of our customers.” 

72 percent gave positive responses on Diversity, Equity, Inclusion and Accessibility (DEIA) efforts, up three percent overall. The highest marks were given to inclusion efforts (77 percent) while equity had the lowest (68 percent). DEIA was added as a metric in 2022.

OPM Dashboard

OPM released the results in a dashboard, which allows users to view results government wide and by agency size.

New for 2024 is a feature allowing users to filter results by Federal Executive Board region.

Further results including individual agency metrics will be released by OPM later this year.
