OMB Issues Learning Agenda to Drive Government Innovation

In support of the Biden Administration's management agenda, the Office of Management and Budget (OMB) issued a learning agenda last week to encourage researchers and government officials to fill evidence gaps in public service delivery. The Presidentโ€™s Management Agenda (PMA) Learning Agenda is a "first-of-its-kind effort" designed to enhance federal management and customer experience.

An earlier draft of the Learning Agenda was modified with input from stakeholders last year. Specifically, the report examines how the government can strengthen its workforce, provide government services, and promote equity.

In implementing the PMA Learning Agenda, OMB intends to enhance the focus on learning, bridge silos among agencies, and spark innovation outside of the federal government. This includes coordinating with research institutions as well as within and between government agencies โ€“ including federal, state, tribal, territorial, and local.

To focus recommendations, OMB provided prompts including the following:

  • Identify recruitment and hiring strategies that result in high-performing, diverse teams;

  • Assess approaches that lead to more engagement, belonging, inclusion, and wellness among federal employees, while reducing burnout and attrition; and,

  • Design practices that promote a strong, empowered, and diverse cohort across the federal employment lifecycle.

โ€œNo one entity can alone solve the problems our nation faces, but together we can help address critical questions about the management of the Federal government to help improve how Federal agencies operate, perform, and deliver to the American people,โ€ said Jason Miller, OMB Deputy Director of Management, in statement accompanying the learning agenda.

OMB plans to provide an update on PMA Learning Agenda efforts in 2023.
