A Tradition of Improving Conditions for Federal Employees

The Professional Managers Association (PMA) was founded in 1981 by a group of managers from the Internal Revenue Service (IRS). We are a national membership association representing the interests of professional managers, management officials, non-bargaining employees, retirees, and any member of the IRS family interested in promoting leadership excellence within the IRS. We are a 501 c5 labor organization and as an association of managers, we enjoy a consultative relationship with our agency’s senior leadership team.

PMA has a long tradition of improving conditions for its members and serving as a staunch advocate for the IRS when we engage other agencies, the Congress, and the public. Some of our accomplishments include:

  • Persuading Treasury to permit IRS to offer 20 hours of administrative leave per week to caregiving teleworkers struggling to balance their responsibilities during the pandemic

  • Ensuring the IRS follows a science-based strategy to keep its workforce safe during the pandemic and serving on its COVID Response Team

  • Pressing for additional training on performance management and the Service’s needlessly subjective leadership succession planning process.

  • Achieving an increased funding pool for performance awards from 1% of salaries to the regulatory maximum of 2%

  • Increasing the agency’s discretion threshold for waiving salary overpayments made in error due to its overly complex pay-setting system and helping more than 1,700 managers obtain those waivers (some were billed more than $100,000!)

  • Working with IRS to implement an entitlement for managers to receive 50% reimbursements for their professional liability insurance coverage

PMA is embarking upon an exciting rebranding and modernization this year under its new Executive Director, Chad Hooper. Chad was an IRS manager for more than a decade and a graduate of its Senior Management Readiness Program (SMRP). He is a third-generation IRS manager and a fourth-generation civil servant so cares deeply about those working at the IRS today and also about the many retirees we represent. We are excited about the work ahead, ensuring the IRS is adequately funded and that our members have cutting-edge leadership skills in their toolbox.
