Federal CIO Releases Enterprising IT Operating Plan

The Federal Chief Information Officer (CIO) released an Information Technology (IT) operating plan last week to unite the “collective strengths” of technology focused federal offices. The plan establishes an enterprise approach to seeing what works in the tech space, filling tech talent gaps, helping agencies course correct, and driving innovation to establish and build modern service delivery.

The Office of Management and Budget’s (OMB) tech teams, the Office of the Federal CIO (OFCIO), U.S. Digital Service (USDS), and the General Services Administration (GSA) will lead the plan.

The Federal CIO release explains, “Data enables an enterprise view, provides better insights to agencies’ modernization journeys, and optimizes strategic investment decisions through the Information Technology Oversight and Reform (ITOR) account, Technology Modernization Fund (TMF), and Federal Citizen Services Fund (FCSF).”

The plan outlines four key priorities that the TMF, FCSF, ITOR, and individual agencies will advance:

  1. Cybersecurity

  2. IT Modernization

  3. Digital-First Customer Experience

  4. Data as a Strategic Asset

After outlining the plan’s key priorities, it continues to discuss foundational items underpinning the plans success. First, the plan requires government technical experts to partner with non-technical personnel throughout the project to ensure proper implementation. Second, the plan notes the importance of enabling shared digital services, products, infrastructure, and channels to create streamlined, consistent customer experiences across government. Finally, the plan emphasizes the importance of strong, well-managed relationships with industry.

The plan continues to address the TMF, FCSF, and ITOR in turn explaining the strengths of each program and strategies for improving their effectiveness.

“As we look ahead, OMB will continue to engage agencies to ensure all IT investments – not only those made via ITOR, TMF, and FCSF – are set up for success. Great work is underway, and we look forward to sharing updates on our progress. We can and will drive the change we know is possible across Government,” the plan concludes.
